Adopt-a-County Road

Adopt-A-Highway is a litter control program sponsored by the Georgia Clean and Beautiful Commission and the Georgia Department of Transportation to attract public involvement in picking up litter along Georgia highways. Click here to find out more about Adopt-a-Highway.

Adopt-A-County Road is a litter control program sponsored by Keep Screven Beautiful (KSB) to provide volunteer community support for anti-litter and beautification programs with the potential for a cost of savings to Screven County. Although not required, participating groups may also wish to initiate special beautification projects (e.g. planting flowers, working with land owners to clean-up unsightly private property, etc.)

 

This program will reduce litter along the streets, enhance the environment and beautify Screven County.

Who Can Adopt?

Any civic-minded organization, such as Garden Clubs, Boy Scouts, Girl Scouts, Church Groups, Junior or Senior High School Student Councils, FFA/FHA, Rotary Clubs, etc. can adopt a stretch of highway (one mile minimum) leading into their community.

Any civic-minded organization or group can adopt a section of county road.

What Are the Responsibilities of An Adopting Organization?

Through such adoption, an organization would have responsibility of controlling the litter problem within that section of highway.  In addition, the organization will:

  • Develop a functional plan that will influence and encourage the public to improve the appearance of their adopted highway;

  • Plan for a general cleanup four times a year;

  • Assist the Georgia Department of Transportation in securing media coverage for the program; and

  • Coordinate with the Department's personnel and Adopt-A-Highway project coordinator to carry out the plan.

Every group shall prohibit participants from possessing, consuming, or being under the influence of alcohol or drugs while participating in the program.

 

KSB may refuse to grant a request to participate in the program if false statements have been submitted or if habitual abuse of the rules has taken place.

 

Adopt a section of street right-of-way for a minimum of two (2) years.

 

Due to issues placing signs on dirt roads, you must adopt the entire length of a dirt road.

 

All participants in the Adopt-a-County Road program must sign a waiver and release form prior to working on the streets. Group sign-off is to be completed each time the street is cleaned.

 

Each group shall provide one (1) adult supervisor for every eight (8) participants between thirteen and seventeen (13-17) years of age and one (1) adult supervisor for every four (4) participants between six and twelve (6-12) years of age. No one under the age of six (6) will be allowed to participate in the program.

 

Organizations and citizen groups accept responsibility for a minimum of a one mile section of a county road.

 

Collect litter and debris along the adopted section a minimum of four times a year. Periodic inspection between “litter patrols” is also recommended to identify special code, law enforcement, or other problems that the adopting organization may wish to bring to the attention of the city.

 

Place litter in trash bags provided by KSB and place filled trash bags in a nearby dumpster. If the group encounters large items, tires, batteries or other hazardous materials, they may call KSB and make special arrangements for the County to pick up those items.

 

Check out and wear safety vests each time trash is collected and return vests when finished. Vests will be provided by KSB, and should be returned during normal business hours of 8:00 to 11:00 am Monday through Thursday.

 

KSB will provide signs that identify the adopter. The sign set will consist of two signs at both ends of each adopted road section indicating which group has adopted each section. The erection of a sign is not a requirement for participation in the program.

 

If a group adopts a section of road and does not take responsibility for it causing them to be inactive and the county removes their signs, then they will be responsible for paying the expenses for erecting another set of signs at the current cost.

What Are The Responsibilities of The Georgia Department of Transportation?

The Department of Transportation will:

  • Furnish and erect two highway signs indicating the section of highway under adoption and the organization responsible;

  • Furnish manpower and equipment necessary to aid with general cleanups;

  • Coordinate media coverage to inform the public of the program; and

  • Provide assistance by department personnel and project coordinator in carrying out the overall plan.

KSB will furnish and erect two road signs indicating the section of road under adoption and the name of the organization.

 

If the adopting group encounters large items, tires, batteries or other hazardous materials, they may call KSB and make special arrangements for the County to pick up those items.

 

KSB will supply trash bags, gloves and vests.

Are There Safety Precautions for the Volunteers?

All organizations will conduct safety meetings with DOT personnel to discuss the dangers of working along the side of the roadway. The Department of Transportation will provide safety vests to all volunteers and will post traffic control signs during cleanups.

KSB will provide safety vests to be used during the cleanup.
