June 2009

The Regular Meeting of the Keep Screven Beautiful Commission was held on June 18, 2009 at the Screven County Board of Commissioners conference room. The meeting was called to order by Chairman Bill Revesz at 9:05am. Six board members, two representatives, Richard Smith – Chairman of the Litter Control Committee, and Executive Director Lisa Guidos attended.  Also present was Inez Bland representing New Robbins Branch Pastor’s Aid Church.

 

Voting members present were: Bill Revesz - Chairman, Harriet Yancey - Secretary, Mack Chivers, John Mark Counts, Byron Haire, and Kathryn Youles.  

 

Representatives present were Phyllis Butts, City of Sylvania; and Beth Ward, City of Rocky Ford.

 

Minutes: Bill pointed out a needed correction to the May minutes.  Mr. Roy Godbee assisted with planting KSB’s Community Garden plot, not Roy-Dean.  The minutes were then approved with the noted correction.

Committee Reports:

  1. Executive Committee:      
    Bill reported that the garden spot is growing and needs weeding.  

  2. Beautification Committee:     
    Kathryn had nothing to report for this month.  The Committee has postponed planting flowers at the 301N Screven County sign until Fall due to the hot temperatures.  Mack asked who is responsible for maintaining the planted areas around the signs.  Kathryn will check with Vernon to get this information.

  3. Public Information and Education Committee:     
    Phyllis reported on the Story-time at the Library.

  4. Awards and Recommendations Committee:     
    Alan was not present.

  5. Litter Control Committee:     
    Richard reported that he attended the June 9th Board of Commissioners meeting.  During the public comment period, he asked when the Rocky Ford Rd dumpster site would be open and the sites within a 5 mile radius be closed.  He was not given a specific time when this might occur.  Richard has filed a complaint with Mike Dixon about the burned-out monument company building on S 301.  KSB members were asked to email Richard with any similar situations in the county that need addressing.

  6. Recycle Committee:   
    Lisa had nothing new to report.

  7. Clean Community Challenge:      
    Lisa said that since KGB has had some severe cutbacks, the CCC may not happen at all.

  8. Great American Cleanup:     
    Richard had nothing to add.

  9. Executive Director:     
    Lisa said that Adcote Acres will be rescheduling its composting workshop.  The cost is $15.  Also, the Adopt-a-Road sign for New Robbins Branch Pastor’s Aid church is ready and will be erected soon.  Lisa will set up a meeting to get started planning for Rivers Alive.  She will also proceed with ordering the end-of-year promotional material.  Bill asked if KSB had met all the requirements to be affiliated with KGB.  He recommended that members attend the available training seminars.

Treasurer’s Report:    

In the absence of Elease, Lisa provided a copy of the Commissioners Budget Report for 6/1/09 – 6/11/09 and the following checking account information for May 2009:

Unfinished Business:  

The GAC Community Winner Plaque presentation was postponed.

New Business:    

Lisa presented a request from Chris Thomas seeking a donation to the Community Youth Basketball Team.  Kathryn made a motion, seconded by Byron.  After some discussion, the motion did not pass.  The board agreed to review all such requests.  However, the general feeling of the board was that it should only support those organizations whose primary purpose is to promote KSB’s mission and goals.

Next Meeting:    

KSB will not meet in July.  The next KSB Board meeting will be held on Thursday, August 20 at 9:00am in the Screven County Board of Commissioners conference room.

May 2009

The Regular Meeting of the Keep Screven Beautiful Commission was held on May 21, 2009 at the Screven County Board of Commissioners conference room. The meeting was called to order by Chairman Bill Revesz at 9:00am. Eight board members, four representatives, and Executive Director Lisa Guidos attended.  Also present was Inez Bland representing New Robbins Branch Pastor’s Aid Church, who recently joined our Adopt-A-Road program.

 

Voting members present were: Bill Revesz - Chairman, Alan Scott - Vice Chairman, Harriet Yancey - Secretary, Elease Brown - Treasurer, John Mark Counts, Byron Haire, Kathy Overstreet, and Kathryn Youles.  

 

Representatives present were Phyllis Butts, City of Sylvania; Vernon Edenfield, Landfill, Roads & Bridges; Joy Evans, City of Newington; and Stan Sheppard, Screven County Commissioners.

 

John Mark made a motion that the Meeting Agenda be approved, seconded by Elease.  The motion was approved.

Minutes: The minutes of the April meeting were approved as they appear on the website.

Committee Reports:

  1. Executive Committee:   
    Chairman Revesz announced that the KSB garden spot has been planted in the community garden.  Those helping out with the planting were Bill, Mack, Phyllis, and Roy-Dean.  

  2. Beautification Committee:     
    Chairman Youles announced that Brenda Counts has the hostas for planting at the 301N Screven County sign (near the Welcome Center).  Kathy and Bill volunteered to help with the planting.   Lisa reported that KSB received a $100 Home Depot gift card from Rivers Alive.  Allen made a motion the gift card be given to the Beautification Committee, seconded by Elease.  The motion was approved.

  3. Public Information and Education Committee:     
    Co-Chairman Butts reported on the publicity for the Great American Clean-up (GAC) and on KSB’s upcoming participation in the Picnic in the Park on May 22.  Co-Chairman Haire reported that he had been unable to attend the Earth Day celebration in Millen on May 1.  Bill told us that he has taken over the Water Festival responsibilities from Jeremy Hill, who has moved out of state.  Phyllis suggested that KSB take the Water Festival to the schools rather than having the students transported to the Festival, which is very costly for the schools.  All thought this was an excellent idea.

  4. Awards and Recommendations Committee:     
    Chairman Scott presented his findings relevant to the cost and size of the GAC Community Winner plaque.  The board voted to proceed with purchasing the larger plaque, which runs around $100.  It was proposed that the plaque be located in the Board of Commissioners conference room and Stan will ask the Board’s permission to do so.  Framed certificates will also be presented to the GAC winners.

  5. Litter Control Committee:     
    In the absence of Chairman Richard Smith, Lisa reported that approximately 365 citizens participated in the county’s GAC effort.

  6. Recycle Committee:    
    Chairman Guidos reported that the Cooperville dumpster site has been moved to the new location, but it will not be a manned recycling site yet.  The Library is involved in a recycling project as well as Alan Scott at Timken, who takes the coversheets (printing and FAX) to Ogeechee Tech for them to print on the blank side of the paper.

  7. Clean Community Challenge:      
    Lisa said there was nothing new to report.

  8. Great American Cleanup:     
    Covered earlier in the meeting.

  9. Executive Director:     
    Lisa said she would like to buy 2 folding tables and 8 chairs for KSB to use at future events, because she is constantly having to borrow them from outside sources.  Kathryn made a motion, seconded by Elease, that KSB purchase these items.  The motion was approved.
    KSB won 1st place for Best Decorated Campsite at the Relay for Life and we raised $756.99!
    Lisa said that we should proceed with purchasing needed promotional items before the end of the fiscal year and asked everyone to turn in their recommendations to her by the end of May.
    It was decided that our Summer Outing would be a cookout at the Sheppard Creek House on Saturday, June 13 at 5pm.

Treasurer’s Report:     

Treasurer Brown provided the following checking account report:

Unfinished Business:   

Commissioner Sheppard presented his proposal that KSB help county indigents with their trailer demolition by paying the refundable deposit of $75.  After some discussion, Kathryn made a motion, seconded by John Mark, that KSB set aside $375 from the Discretionary Fund account for 1 year to be used to pay the refundable deposits for trailer demolition permits on behalf of impoverished county residents.  At the end of 1 year, the effort will be evaluated for its effectiveness.   

New Business:    

Lisa presented Phyllis’ proposal that KSB donate $50 to help send a needy student to 4-H Camp.  No motion was made and no action taken.  Screven County’s Rivers Alive date is set for September 26.

Next Meeting:    

The next KSB Board meeting will be held on Thursday, June 18 at 9:00am in the Screven County Board of Commissioners Conference Room.

Adjournment:   

Chairman Revesz adjourned the meeting at 10:00am.  After the meeting was adjourned, a plaque was presented to Sharon Blank in appreciation of her contribution to KSB’s Great American Cleanup effort by providing the design for the T-shirts.

April 2009

The Regular Meeting of the Keep Screven Beautiful Commission was held on April 16, 2009 at the Screven County Board of Commissioners conference room. The meeting was called to order by Chairman Bill Revesz at 9:02am. Five board members, five representatives, Litter Control Committee Chairman Richard Smith, and Executive Director Lisa Guidos attended.  

 

Voting members present were: Bill Revesz, Chairman; Alan Scott, Vice-Chairman; Harriet Yancey, Secretary; Mack Chivers; and Byron Haire.  

 

Representatives present were Phyllis Butts, City of Sylvania; Vernon Edenfield, Landfill, Roads & Bridges; Joy Evans, City of Newington; Stan Sheppard, Screven County Commissioners; and Beth Ward, City of Rocky Ford.

Minutes:

The minutes of the March meeting were approved.

Committee Reports:

  1. Executive Committee:      
    Chairman Revesz read a letter from the City of Sylvania’s Department of Public Safety.  Phyllis Butts is currently serving as the Department’s Urban and Community Forestry Project Manager.  In her letter Phyllis thanked KSB for its support with their 2008 UCF grant and requested our continued support in 2009.  Bill will reply to the request by return letter and include ways in which KSB will assist with volunteer hours.  The 2009 grant funding will help the city move forward with its plan to beautify city streets and parks.

  2. Beautification Committee:     
    In her absence, Chairman Kathryn Youles provided a written report on her committee’s activities.  The Beautification Committee met on Monday, April 13 at 12:00pm at Main Street Station.  Members present were Kathryn Youles, Chairman, and Brenda Counts, Secretary.  Also present was KSB Chairman Bill Revesz.
    As its contribution to the county’s Great American Cleanup (GAC) project, the Committee plans to landscape the Welcome to Screven County sign at the South Carolina line this month.  Brenda Counts has been looking at plants for this landscaping and plans to use sago palms and daylilies.  The Committee also hopes to plant around the Jenkins County line this month.  The plants from the old KSB building will be used if they are not too large to transplant.  Kathy Overstreet spoke with Ray Hicks, County Extension Agent, about the Community Barn Quilt project and the 4-H Club’s participation.
    The Committee’s next meeting will be on Monday, May 19 at Noon at Main Street Station.

  3. Public and Community Information Committee:     
    Co-Chairman Byron Haire reported that several banners advertising the GAC have been erected around town.  An Earth Day celebration will be held in the park in Millen on May 1 from 9am – 1pm.  Fifth graders from Screven, Burke, and Jenkins Counties will be present.  Bill Revesz volunteered to check out the “GA on my Mind” event at the Welcome Center (April 16) to help determine if we want to participate in the activity next year.

  4. Awards and Recommendations Committee:     
    Chairman Alan Scott will proceed with purchasing the GAC Community Recognition plaque so that it will be ready in time for presentation at the next KSB board meeting May 21.  Alan will invite the press, this year’s community winner, and also the winners from 2007 and 2008.  The community winner is determined by the amount (weight) of trash picked up.

  5. Litter Control Committee:     
    Chairman Richard Smith reported that a complaint has been filed with the County about the burned-out building on Hwy 301, South.  Progress is being made on cleaning up the site.  He also reminded the group of KSB’s GAC litter pick up April 16 at 5:30pm at our Adopt-A-Road site.

  6. Recycle Committee:    
    Commissioner Stan Sheppard talked about what went on at the Commissioners meeting concerning consolidation of the county’s dumpster sites and possible manned collection site.  He thanked Bill for speaking at the meeting on behalf of KSB.  All KSB members are urged to attend the next Commission meeting on Tuesday, April 28 at 7pm.  Members are also urged to call or write their specific commissioner in support of this effort.  
    Vernon Edenfield read us the presentation he gave to the Commissioners which demonstrated the savings to the county if trash collection sites were consolidated and manned.  Based on the figures collected for July 2008 – March 2009, it cost the county $31K (or $283/ton) to take the small truck out to the dumpster sites to pick up items left outside the dumpsters.  Contrary to what some citizens believe, the county does not charge for mattresses and other large items.  It only charges for the disposal of tires and shingles.

  7. Clean Community Challenge:      
    Lisa said there was nothing new to report.

  8. Great American Cleanup:     
    Richard said that KSB volunteers should be at the Amphitheater at 8:00am on Saturday (April 18) to set up for the GAC event.  Vernon will place the Sylvania dumpster at the old Qualman ball field.  Bill commended Richard on his outstanding leadership of this project.

  9. Executive Director:     
    Lisa announced that Jeremy Hill is moving out of state and is looking for someone to take over the Water Festival event.  Lisa, Bill, and Education Committee reps will talk with Jeremy to see if it is a project we would want to adopt.  

Treasurer’s Report:     

In the absence of Treasurer Elease Brown, Bill reported that as of March 31, KSB had $8,290 in its county budget and $280 in its checking account.  Lisa reported that we received $1,150 from sponsors for the GAC t-shirts.  KSB paid the balance of $1,250.

March 2009

The Regular Meeting of the Keep Screven Beautiful Commission was held on March 19, 2009 at the Screven County Board of Commissioners conference room. The meeting was called to order by Chairman Bill Revesz at 9:02am. Six board members, one representative, Litter Control Committee Chairman Richard Smith, and Executive Director Lisa Guidos attended.  

 

Voting members present were: Bill Revesz, Chairman; Harriet Yancey, Secretary; Elease Brown, Treasurer; John Mark Counts, Byron Haire, and Kathryn Youles.  

 

The sole representative present was Stan Sheppard for the Screven County Commissioners.

 

Minutes: The minutes of the February meeting were approved as written.

Committee Reports:

  1. Executive Committee:
    Chairman Revesz reported that KSB received a Certificate of Appreciation from Chris Thomas, President of the St. Andrews Community Neighborhood Association, for our support of the St. Andrews Community Clean-up Day on February 21.  Bill also displayed the sign for the Neighborhood Association, which has adopted MLK Boulevard for the Adopt-A-Road effort.

  2. Beautification Committee:     
    Chairman Youles reported that the Beautification Committee met on Monday, March 16 at Main Street Station.  Committee members present were she and Kathy Overstreet.  Bill Revesz was also present.  As a Great American Cleanup project, this Committee plans to landscape the brick Welcome to Screven County sign at the South Carolina state line.  Brenda Counts has been looking at plants to use for this landscaping.  Also, the Committee still plans to transplant the plants from the old KSB building to landscape the Welcome sign at the Jenkins County line.   
    Kathy Overstreet asked if the Beautification Committee would be interested in a project similar to the Ohio Barn Quilts project.  Kathy and Kathryn met with Better Home Town/Downtown Development Authority Executive Director Hilda Boykin on Tuesday, March 17 to discuss the partnering of KSB, BHT/DDA and hopefully other groups on this project. Hilda will be asking for the BHT/DDA Board’s approval to partner on this project at its April Board meeting.  It was decided that Kathy would chair this project.  It was also decided that the project would be called Community Quilts. The first step will be to create a PowerPoint presentation to explain the project to groups that we would like to partner with, i.e., the 4-H Club, SCHS FFA, SCMS FFA, Boy Scouts, Planters, etc.  We will also seek grants and donations to help fund the project.  There is more information about Barn Quilts at www.ohiobarns.com, www.barnquilts.com, and www.wbwbarnquilt.com.  
    The next Committee meeting will be on Monday, April 13 at noon at the Main Street Station.

  3. Public and Community Information Committee:     
    In the absence of Chairman Phyllis Butts who was unable to attend because of a conflict, Lisa mentioned that several activities would be going on at the Amphitheater the day of the GAC:  a Relay for Life yard sale, the first Farmers Market of the season, and a Rain Barrel class.  KSB should reserve its space early.  Lisa also reported that Mike and Karen Smith donated dogwoods for landscaping around the Amphitheater.
    The Community Garden spot has been tilled and is ready for planting.  The cost is $7 per plot.  Kathryn Youles made a motion (seconded by Harriet) that KSB support this effort by planting a garden plot.  The motion passed.  
    Bill mentioned that the Community Christian School has requested that someone from KSB come to the school to talk with their students about litter control, recycling, and being “green”.  Bill will contact Byron when he hears back from the school.

  4. Awards and Recommendations Committee:     
    In the absence of Chairman Alan Scott, Bill reported that the GAC team had discussed the purchase of a Community Recognition plaque to be presented to the community who had the best participation in the GAC.  Each year the winning community’s name would be engraved on a brass tag and added to the plaque.   Bill made a motion that KSB purchase such a plaque, seconded by Elease Brown.  The motion passed.  It was decided that this year’s community winner would be determined by the weight of the trash picked up.  In future years KSB may change the criteria for determining the winner.

  5. Litter Control Committee:     
    Chairman Smith said he would like his committee to review abandoned trailer sites and other eyesores throughout the County and present these to the local authorities for their enforcement of the codes.  Also, KSB will pick up litter for the GAC on Thursday, April 16 at 5:30pm at its Adopt-A-Road site.
    At the next Board of Commissioners meeting, Commissioner J.C. Warren will be presenting a report on the consolidation of the county’s dumpster sites (and possibly the manned collection site).  This issue may come up for a vote at the meeting.  Byron moved (seconded by Harriet) that KSB ask to be on the agenda to speak about this issue.  The motion passed and Bill agreed to be the spokesperson.  All KSB members are urged to be present at the Commission meeting on Tuesday, March 24 at 7pm.

  6. Recycle Committee:   Chairman Guidos announced that Bobby Smith had been named Recycling Coordinator for the county.

  7. Clean Community Challenge:      
    Lisa said that there was nothing new to report.

  8. Great American Cleanup:     
    Richard announced that the next planning meeting is scheduled for NOON, Wednesday, April 8 at Red Cat Pizza.  Bill commended Richard on his outstanding leadership of this project.

  9. Executive Director:     
    Lisa reminded everyone of the KSB Spring Social at Shannon Vineyards on Saturday, March 21 at 6pm.  Also, she said she has applied to GA EPA for another scrap tire grant. The last day to join KSB’s RFL team and receive a T-shirt is April 3.

As requested at last month’s meeting, a copy of the county’s monthly expenditure report for KSB was provided to each board member.

Unfinished Business:   

The minutes of the January 2009 regular meeting of the KSB board were approved as written.

 

It was decided that KSB would support “GA on my Mind” on Thursday, April 16 at the Welcome Center.  Also, Byron will be participating in Earth Day activities in the park in Millen.  Fifth graders from both Screven and Jenkins Counties will be attending.

New Business:     

KSB will set up a tent at the Chamber of Commerce parking lot on the day of the Livestock Parade (April 4) and hand out information, bumper stickers, etc. to the public to promote our mission.  We will also try to sponsor our Volunteer of the Year to ride in the parade.

 

Stan spoke to the board about an idea he had for KSB to help with the county’s abandoned mobile home problem.  He said that residents must pay $75 for a permit to demolish a mobile home.  However, the county’s indigent population may not be able to afford this up-front fee, even though they would receive up to $50 back upon completion of the demolition.  Stan hopes that KSB will consider accepting donations to set up a grant fund whereby the county’s indigent residents could apply for financial assistance for the cleanup of these trailers.  No action was taken and the topic will be continued as unfinished business at the next meeting.

 

The Keep Georgia Beautiful 2009 Board Development Institute will be meeting at Jekyll Island May 6-8.  Bill and Lisa plan to attend.  Bill encouraged others to attend.  The deadline for registering is April 13. Please let Lisa know by April 8 if you would like to attend.

February 2009

The Regular Meeting of the Keep Screven Beautiful Commission was held on February 19, 2009 at the Screven County Board of Commissioners conference room. The meeting was called to order by Chairman Bill Revesz at 9:05am. Five board members, two representatives, Litter Control Committee Chairman Richard Smith, and Executive Director Lisa Guidos attended.  

 

Voting members present were: Bill Revesz, Chairman; Harriet Yancey, Secretary; Elease Brown, Treasurer; John Mark Counts, and Byron Haire.  

 

Representatives present were: Stan Sheppard for the Screven County Commissioners and Phyllis Butts for the City of Sylvania.

 

Minutes: Approval of the January minutes was postponed until the next meeting, since members had not had an opportunity to review them.

Committee Reports:

  1. Nominations Committee:     
    The committee, consisting of John Mark Counts, Byron Haire, Kathryn Youles, and Mack Chivers, recommended that the officers remain the same for another year.  Byron Haire made the motion and Elease Brown seconded.  The vote was unanimous in favor keeping the current officers.  

  2. Executive Committee:      
    KSB Chairman Bill Revesz reminded everyone of the St. Andrews Community Clean-up Day scheduled for Saturday, February 20 from 8am – 12Noon.  He encouraged members to help with this effort.

  3. Beautification Committee:     
    In the absence of Chairman Kathryn Youles, Lisa reported that the committee is still planning to move the plants at the KSB building to the Welcome to Screven County sign on the Screven/Jenkins county line.  Brenda Counts is visiting a nursery in Swainsboro to look at plants to use at the Welcome to Screven County sign at the South Carolina/Screven County line.  This committee thanks Mack Chivers for obtaining and putting out pine straw for the plants at the Screven County/Bulloch County sign.  The next Beautification Committee meeting will be Monday, March 16 at noon at Main Street Station.

  4. Public and Community Information Committee:     
    Committee member Byron Haire reported that KSB volunteers participated in a recycling program on January 16 for a group of 6th-8th graders at SCMS.  KSB also participated in the City of Sylvania’s first Arbor Day celebration on February 17.  There was a good turnout for this event.  The Welcome Center will host “GA on my Mind” in April.  KSB’s participation will be discussed at the March meeting.     

  5. Awards and Recommendations Committee:     
    In the absence of Chairman Alan Scott, no report was given.

  6. Litter Control Committee:     
    Chairman Richard Smith said his committee continues to try to address the litter problem around county dumpsters.  Roadside litter also continues to be a problem.  A discussion followed about the consolidation of dumpster sites in the county.

  7. Recycle Committee:     
    Chairman Lisa Guidos said that her committee has not met recently since there has been no further action on the proposed manned recycling station for the county.  She said that, although the manned station has yet to be established, the county could begin collecting the recyclables and hold them.

  8. Clean Community Challenge:      
    Lisa reported that there was nothing new to report regarding the CCC.  She said that being a member of the CCC makes KSB eligible for more grant monies.

  9. Great American Cleanup:

  10. Executive Director:     
    Lisa reported that KSB members recognized the National Day of Service (January 19) by cleaning up the Bi-Lo recycling center.  She reminded us that May 1 is the Relay for Life and encouraged members to participate.  She also announced that Stan Sheppard has been appointed to the State Water Council.  Stan remarked that he is an advocate for the people and believes all Georgia citizens must conserve and sacrifice to preserve our water.  He asked that everyone let him know their water concerns.

Treasurer’s Report:     

Elease stated that no report was available since the bank statement had not been received.  John Mark expressed that the board needs to keep up with KSB’s financial status and requested that a copy of the county’s monthly expenditure report be obtained for the board’s review.

New Business:     

A discussion was held about whether KSB wanted to sponsor a youth baseball, softball, or T-ball team again this year.  Byron made a motion that we donate $250 to be used wherever it is most needed and Elease seconded.  The motion was approved.

The Regular Meeting of the Keep Screven Beautiful Commission was held on January 15, 2009 at the Screven County Board of Commissioners Conference Room. The meeting was called to order by Chairman Bill Revesz at 9:05.

 

Seven members, three representatives, three guests and Lisa Guidos, Executive Director, attended.  

 

Voting members present were: Bill Revesz, Chairman, Alan Scott, Vice-Chairman, Elease Brown, Treasurer, Mack Chivers, John Mark Counts, Byron Haire and Kathryn Youles.  

 

Representatives present were: Vernon Edenfield, Representative for the Screven County Solid Waste, Joy Evans, Representative for Rocky Ford and Beth Ward, Representative for Rocky Ford.

 

Minutes: The minutes of the October 2008 Regular Meeting were approved as corrected.

Committee Reports:

  1. Executive Committee: Bill Revesz, KSB Chairman reported.  KSB received an award from Keep America Beautiful for meeting their criteria.  A scholarship award was received for sponsoring a soccer team at the Screven County Recreational Department.  The KSB Festival of Trees entry received two ribbons.  One was for the most Original Tree.  The other one was the first place ribbon for the Community Service Group.

  2. Community Beautification Committee: Kathryn Youles, Committee Chairman, reported that the Committee is still planning to move the shrubbery from the present KSB building to the Screven County sign at the Jenkins County line and to plant at the Screven County sign at the South Carolina line. The group will also see about adding pine straw around the plants at the Screven/Bulloch sign.

  3. Public and Community Information Committee: Byron Haire, Committee Member reported.  This committee needs volunteers to help with the water based programs at the elementary school.  There will also be a recycle program on Friday. Please let Lisa know if you can assist with these programs. The city will have their first Arbor Day Celebration on Tuesday, February 17 at 10:00 a.m. at the Outdoor Theater.   

  4. Awards and Recommendations Committee: Alan Scott, Committee Chairman, reported that he had spoken to the UDC group in Burke County about starting their own group.

  5. Litter Control Committee: Chairman Revesz spoke about the recent litter index.

  6. Recycle Committee: Lisa Guidos, Committee Chairman reported that the committee will be at the school next Friday to talk about recycling.  Fourteen trees were collected at this year’s Bring One for the Chipper event.  The library is collecting plastic bottle caps.

  7. Great American Cleanup: This year’s event will be on Saturday, April 18.  The GAC committee has been meeting and planning for the event.

  8. Executive Director’s Report:  Lisa Guidos, KSB Executive Director, asked that KSB members recognize the National Day of Service, Monday, January 19, by cleaning up the recycle center at Bi-Lo.  KSB will also start having a social get together every three months. KSB is having a Relay for Life team again this year.  Everyone is encouraged to join.

John Mark Counts has agreed to be the chairman of the Nominations Committee. Byron Haire has also agreed to serve.  Two other KSB members will be asked to serve on this committee.

2008 Minutes

 

October 2008

The regular meeting of the Keep Screven Beautiful Commission was held on Thursday, October 16, 2008 at the Screven County Board of Commissioners Room. The meeting was called to order by Chairman Bill Revesz at 9:05am.  Eleven members and Executive Director Lisa Guidos attended.   

 

Seven voting members were present:  Bill Revesz (Chairman), Elease Brown (Treasurer), Mack Chivers, John Mark Counts, Byron Haire, Kathryn Youles, and Harriet Yancey (Secretary).

 

Four ex-officio members were present:  Phyllis Butts (City of Sylvania), Joy Evans (City of Newington), Beth Ward (City of Rocky Ford), and Vernon Edenfield (Public Works/Landfill).

 

Richard Smith, Chairman of the Litter Control Committee was also in attendance as was a visitor, Charles Kimbrough, Planner for the City of Sylvania.

Minutes:   

The minutes of the September meeting were approved, as written.

Treasurer’s Report:   

Treasurer Elease Brown reported a total of $362.81 in the treasury as of October 6, plus a donation received from Mr. Anonymous Trashwalker for $200 for T-shirts, giving us a final balance for the month of $562.81.

Committee Reports:

  • Executive Committee:  Chairman Revesz reported that he attended the October 14 County Commissioners meeting where the proposed three amendments to KSB’s By-laws were to be presented.  Bill stated that the first two amendments (i.e., shortening our mission statement and adding two committees) were presented by Chairman Sheppard with no comment.  However, the third amendment (i.e., providing ex-officio members the right to vote, make motions, and debate) was presented by Chairman Sheppard with the comment that the change should be looked at very closely and that it was a serious issue and could open up a big problem.  Bill was invited to comment at the meeting and told the Commissioners that KSB simply wanted to be in conformance with Robert’s Rules.  After much discussion, the Commissioners tabled the discussion.

    After Bill’s report, Kathryn Youles spoke up and questioned whether or not the KSB Board had actually voted to approve the changes to the By-Laws.   After much discussion and a review of the minutes to previous KSB Commission meetings, it was determined that the Board had only voted to strike “honorary membership” from the proposed modified By-Laws and that a formal vote to approve amending the By-Laws had never been taken.  Bill then apologized for his misunderstanding of the Board’s action and said that he would withdraw the proposed amendments he had sent to the Commissioners.

    It was then decided that the proposed amended By-Laws would be sent back out to the Board for review and that a vote would be taken at the November meeting.
     

  • Public Information/Education Committee:  Chairman Phyllis Butts declared the Rivers Alive project a great success!  She reminded the group that December 4 was the Christmas Extravaganza and asked if KSB would like to have a station as it did last year.  John Mark so moved and Byron seconded and a vote was taken to participate in the Extravaganza.  She also announced that April 12-18 was Environmental Awareness Week and she hopes to have an exhibit at the Library that week.  April 18 has been selected as the date for Screven County’s Great American Clean-up.  Byron Haire will be mentoring at the SCMS in Dec/Jan on water quality.

  • Litter Control Committee/ Great American Cleanup:   Chairman Richard Smith announced that it was time for KSB to pick up trash on its Adopt-a-Highway route.  Wednesday, October 22 at 5:15pm was chosen as the time for the last KSB trash patrol for 2008.  It was decided that the next meeting for the GAC would be held Wednesday, November 12 at NOON at Papa’s Pizza.  All committee chairs and ex-officio members should plan to attend.

  • Community Beautification Committee:    The Beautification Committee has a new member, Karen Smith.  Last week, Brenda and Lisa visited Southern Native Plantings, which Karen owns.  The committee would like to plant native plants at the Welcome Sign at the SC State Line.  The committee is still planning to move the plants at the KSB building to the Screven Co./Jenkins Co. sign.  The plants will be moved sometime this month.  (Lisa added that Savannah River Challenge will help with the plantings, as needed.)  The committee is still planning a tour of the Botanical Gardens in Statesboro.  The next public plant sale will be on Saturday, November 1.  If you would be interested in going, please let Lisa know today or let Kathryn know by Monday, October 27.  The next meeting of the Beautification Committee is Monday, November 17 at NOON at Main Street Station.

  • Awards and Recommendations Committee:  Chairman Alan Scott sent word reminding his committee about the meeting on October 21 at 5:15pm at Ogeechee Tech to talk about the Awards Banquet.

  • Recycling Committee/Clean Community Challenge:   Chairman Lisa Guidos reminded everyone that November 15 is America Recycles Day.  KSB will be participating in an electronics recycling on that day at the Pine Street location from 9am -2pm.  Some discussion followed about cleaning up computer hard-drives.

    Vernon Edenfield announced that the Rocky Ford Road dumpster site had been chosen as the county’s first “manned” recycling center and should be ready for use within 90 days!  Seven nearby dumpster sites will be closed. Chairman Bill Revesz added that, according to Councilman Jeremy Hill, the City of Sylvania will begin curbside recycling and the items hauled to Statesboro’s regional center.  Lisa stated that, once the Attitude Survey and Litter Index are turned in, KSB should be receiving grant money to help with its Clean Community Challenge.
     

  • Festival of Trees:  Chairman Joy Evans announced that this year’s theme is “An Old Timey Christmas” and KSB’s tree will be located at The Cotton Patch on West Ogeechee Street.  Lamar Zipperer is donating a Harvey Cypress tree and the committee has decided to use “natural finds” to decorate the tree.

  • Executive Director’s Report:  Director Lisa Guidos announced that the Chamber of Commerce and the Downtown Development Authority are sponsoring a Classic Car Show on Saturday, November 8.  KSB will be a sponsor and have a booth (cost:  $25).

Unfinished Business:    

The Board was asked to review the proposed changes to the By-Laws and a vote will be taken at the November meeting.

New Business:   

Sylvania Councilman Jeremy Hill has asked KSB to review the city ordinances.  Bill is checking into this and will need help.

  • Public and Community Information Committee: Byron Haire, Committee Member reported.  This committee will have an Education subcommittee which Byron will chair.

  • Litter Control Committee: There will be an adopt-a-highway clean-up soon.

  • Community Beautification Committee: Kathryn Youles, Committee Chairman, reported that the Committee has made plans to move the shrubbery from the present KSB building to the Screven County sign at the Jenkins County line.  The group is planning on using native plants for the Screven County sign at the South Carolina line. If anyone is interested in touring the Native Plants Garden at the Georgia Southern Botanical Gardens on Saturday, November 1 please let Kathryn know at next month’s meeting.  The Gardens will have a public plant sale on that date.

  • Awards and Recommendations Committee: Alan Scott, Committee Chairman, reported that this committee will be meeting soon to decide the awards for the December meeting.

  • Recycle Committee: Lisa Guidos, Committee Chairman reported that there will be an Electronics recycling event on America Recycles Day which is Saturday, November 15.  There will be more information later. Screven County could soon have a manual recycling center. The funds are in the current budget.  Please contact your Commissioner to express your support of manual recycling.  Roland Stubbs, Will Boyd, J.C. Warren, Vernon Edenfield and Lisa Guidos are on the Steering Committee for the County Manual Recycling Centers.

  • Executive Director’s Report:  Lisa Guidos, KSB Executive Director, reported that KSB members had participated in the 2nd Ripples Water Festival at the Screven County Recreation Center.  A litter prevention plan is needed for the Clean Community Challenge. The Sampler is Saturday, September 20 at 9:00 a.m. Rivers Alive is Saturday, September 27.  Due to budget cuts to the Rivers Alive program she is not sure how many t-shirts will be available to give participants. John Barrow will not be there. The Great American Cleanup Team needs to be created. KSB must register by October 10.

Unfinished Business:  

Lisa is still looking into canvas bags that could be printed with sponsor's names.

New Business:

Alan Scott moved that KSB purchase recycle t-shirts from Keep Georgia Beautiful to sell at $10.00 each.  The motion was seconded by Elease Brown.  The motion was approved unanimously.

The Regular Meeting of the Keep Screven Beautiful Commission was held on Thursday, August 21, 2008 at the Screven County Board of Commissioners Room. The meeting was called to order by Chairman Bill Revesz at 9:00 am.  Ten members and Executive Director Lisa Guidos attended.  

 

Seven voting members were present:  Bill Revesz (Chairman), John Mark Counts, Byron Haire, Donna McDonough, Alan Scott (Vice-Chairman), Kathryn Youles, and Harriet Yancey (Secretary).

 

Three ex-officio members were present:  Phyllis Butts (City of Sylvania), Joy Evans (City of Newington), and Beth Ward (City of Rocky Ford).

 

Minutes:

(There was no meeting in July.)  Harriet Yancey pointed out that the June minutes reflected a start time of 9:00 am.  However, the meeting had actually been called to order at 9:08 am because the Chairman had to wait for a quorem to be present.  Board members were reminded of the importance of their presence at meetings and of showing up on time.  The minutes of the June meeting were then approved, as amended.

 

Treasurer’s Report:

In the absence of Treasurer, Elease Brown, Lisa reported the balance on hand at the end of the fiscal year was $1,663.21 She announced that KSB’s budget of $14,500 for 2008-09 had been approved by the Board of Commissioners, which is an increase of $4,500 over the previous budget.  Bill emphasized that KSB must also continue to solicit support from community donations.

 

Committee Reports:

  • Executive Committee:  Chairman Revesz reported that he is still reviewing and working on the By-laws.

  • Public and Community Information Committee:  Chairman Phyllis Butts announced that Renee Forehand will be handling the publicity on the Rivers Alive project.

  • Litter Control Committee:   Chairman Joy Evans reminded everyone that KSB’s annual Litter Index would be coming up in September. Joy will be stepping down as Chairman of the Litter Control Committee and Bill thanked her for her leadership of this important Committee over the past year.

  • Community Beautification Committee:  Chairman Kathryn Youles reported that the Beautification Committee met on Monday, August 18 at 12:00 pm at Main Street Station.  Members present were Secretary Brenda Counts, Chairman Kathryn Youles and KSB Executive Director Lisa Guidos.  The committee discussed planting around the Welcome Signs at the Screven County/South Carolina state line and the Screven County/Jenkins County line. When/if KSB moves to the courthouse building, plants from the old location will be moved to the Screven County/Jenkins County sign.  

    The committee would like to plant native plants and Cherokee roses at the Screven County/South Carolina sign. The plantings will be done in the Fall when the weather is better for planting. The committee would like to tour the Botanical Gardens in Statesboro. The next public plant sale will be on Saturday, November 1.  If you would be interested in going, please let Kathryn know at the October KSB meeting.  

    The next Beautification Committee meeting will be held on Monday, October 6 at noon at Main Street Station.

  • Awards and Recommendations Committee:  Chairman Alan Scott has invited the Augusta Chronicle to attend our Rivers Alive effort on September 27.  He also discussed the recycling effort at Timken.

  • Recycling Committee:  Lisa has accepted Chairmanship of this Committee.  She announced that recycling activities will soon begin at both the Elementary and High Schools.

  • Executive Director’s Report:  Director Lisa Guidos announced that two new groups from SCES have volunteered to help with our Litter Control efforts: The Zoom Class will pick up litter on Frontage Road in front of the school. Angel Mahaffey’s 5th grade class will pick up litter on the entire school campus.

    Lisa told about the new KSB school liaisons and their goals to communicate our mission to school administrators, faculty, and students, to have ecology and recycling included in school curriculum, and to get students more involved in KSB’s projects.  The liaisons are: Jamie Warren – CCS, Joy – SCES, Byron – SCMS, Phyllis – PLC, Lisa - SCHS

    Bill reminded us that Keep America Beautiful is celebrating its 30th anniversary.  He told about his and Lisa’s attendance at KAB’s mid-year meeting in Atlanta 7/31-8/2 and Lisa’s presentation of our website and on “Using Technology to Spread the Word.”  

 

Unfinished Business:    

Alan Scott agreed to serve as Team Leader on the Rivers Alive project.

 

New Business:   

  • Cigarette Litter Prevention Program – final scan to be held August 23.  All paperwork must be turned in to KGB by the end of August.

  • 2nd Annual Screven County RIPPLE Water Festival – to be held Tuesday, September 9, 8:30-2:00 at the Recreation Department.  KSB will be helping with the “water bracelets” and “recycling stations.”

  • Litter Index – September 13.  Meet at the Courthouse at 10:00 am.

  • Sylvania Sampler – September 20 on the Courthouse grounds.  Representatives from all KSB Committees are wanted for our booth.  Donna McDonough will look into the possibility of getting “Green” grocery bags to give away.

  • Rivers Alive – September 27 at 9:00 am.  Meet at Brannen’s Bridges.  Bay Branch Baptist and McDonald Baptist churches have signed up to participate.

Committee Reports:

  • Executive Committee:  Chairman Revesz reported that he and Lisa would be attending the KAB mid-year meeting in Atlanta 7/31-8/2.  They have been asked to make a presentation on “Using Technology to Spread the Word.”  

    As follow-up to last month’s discussion on changes to the KSB by-laws, Bill read a section from Roberts Rules of Order which states that Ex-officio members of a body have the same rights as elected and appointed members, if these rights have not been restricted in the By-Laws.

  • Public and Community Information Committee:  Chairman Phyllis Butts reported that June 25 has been set as the day Sylvania Mayor Margaret Evans and BOC Chairman Stan Sheppard sign a Proclamation declaring July as Cigarette Litter Prevention Month.  She encouraged all KSB members to attend the 10:00am signing.

  • Phyllis also announced that her committee would be sponsoring many Public Service Announcements and other outreach efforts during July’s CLP campaign.

  • Litter Control Committee:   Chairman Joy Evans reminded everyone that KSB’s annual Litter Index would be coming up in September.  It was decided that a date would be set at August’s board meeting.

  • Community Beautification Committee:  Chairman Kathryn Youles reported that the Beautification Committee met on Monday, June 16 at Main Street Station.  Members present were Brenda Counts (Secretary) and Kathryn Youles (Chairman).  The committee discussed planting around the Welcome signs at the GA/SC State line and the Screven/Jenkins County line. The plantings will be done in the fall when the weather is better for planting.  Weeding the beds at the KSB building was also discussed.  The other members of the committee will be contacted about when they would like to do this.  The next meeting will be held on Monday, August 18 at noon at Brenda Counts’ home.

    Kathryn will contact the Chamber of Commerce Director to find out if they will be erecting a Welcome to Screven County sign at the Screven/Effingham County line on the recently widened GA 21.
     

  • Awards and Recommendations Committee:  Chairman Alan Scott reported that the Sylvania Timken plant is one of three plants nation-wide to be recognized by Timken Corporate Headquarters for its environmental efforts.  Alan is hoping to get a copy of the announcement from his Human Resources office to send to the newspaper.

  • Executive Director’s Report:  Director Lisa Guidos announced that KSB will participate in the Clean Community Challenge and asked for volunteers for this new project.  A meeting for CCC leaders will be held in Macon on July 9.  This new project will involve a Litter Attitude Survey, Litter Index, and Litter Prevention Plan. Two new groups have volunteered for Adopt-A-Road: 4-H Club – Rocky Ford Rd and Friends of Pfeifferville – Mercer, Haga Slaga, & Mouth of the Creek Loop

    Lisa updated the board on the activities of the CLP project.  The first cigarette litter scan was conducted on June 7 and over 1000 butts were collected.  The second scan will be conducted on July 12 when ash receptacles will be installed at the four locations.  Pocket ashtrays will be distributed at the July 19 Farmers’ Market to adult smokers.  The final scan will be conducted on August 16 and reported to KAB.

    This summer KSB has been participating in Eco-Friendly Story Time at the Library.  The last two sessions will be July 2 and July 9 and members are encouraged to help.

    Screven County’s Rivers Alive is set for September 27 and will probably be held again at Brannen’s Bridges.  Alan Scott and John Mark Counts have volunteered to take the lead on this project.

 

Unfinished Business:    

Chairman Bill discussed the make-up of KSB’s project teams and recommended that team membership consist of at least one representative from each of the committees.  For example, the CLPP team should have at least one representative from all committees.

 

Bill then asked some of the members to tell why they joined KSB and what they would like to see happen.  John Mark volunteered that he joined KSB because of roadside trash and would like to see more emphasis placed on this.  He said it is gratifying to see the community support and volunteerism for KSB’s clean-up efforts.  Kathryn Youles said that she joined KSB because of her desire to see more recycling and also more public education about recycling.  Bill would like KSB to reach out to 4th-5th graders to help pass the anti-litter message on to their parents.

 

New Business:     

The board unanimously voted to use $125 of its funds to help sponsor a Recreation Department team.

The regular meeting of the Keep Screven Beautiful Commission was held on May 15, 2008 at the Screven County Board of Commissioners Room. The meeting was called to order by Chairman Bill Revesz at 9:00am.  Eleven members and Executive Director Lisa Guidos attended.  

 

Five board members were present:  Bill Revesz (Chairman), Alan Scot (Vice-Chairman), Elease Brown (Treasurer), John Mark Counts, and Byron Haire.

 

Six ex-officio members were present:  Phyllis Butts (City of Sylvania ), Joy Evans (City of Newington), Beth Ward (City of Rocky Ford), Stan Sheppard (Board of Commissioners), Vernon Edenfield (Solid Waste & Public Works) and Bobby Smith (Landfill).  

 

Minutes:     

John Mark Counts made a motion, seconded by Elease Brown, to approve the minutes of the April meeting, as written, and they were unanimously approved.

 

Treasurer’s Report:     

Treasurer Elease Brown reported the following checking account activity: KSB checking account balance as of March 31, 2008 $ 916.31

Committee Reports:

  • Executive Committee:  Chairman Revesz reported that KSB has spent all of its ’07-’08 budget ($9500) from the Board of Commissioners and has submitted its ’08-’09 request of $14,000.

  • Public and Community Information Committee:  Chairman Phyllis Butts reported that all of the Great American Clean-up prizes have been awarded and that the effort brought in a total of 19.16 tons of waste, a nice increase over last year.

    Phyllis reminded the group that June is the deadline to register for Rivers Alive and qualify for free t-shirts.  The Board then agreed on Saturday, September 27 as Screven County’s Rivers Alive Day.  With this decision made, the June deadline for registration can be met and we should receive free Rivers Alive t-shirts.

  • Litter Control Committee:   Chairman Joy Evans reported that, after assessing this year’s GAC, her committee suggests that KSB may want to choose an alternate date for the 2009 GAC, ---perhaps either before the Livestock Festival or after the Relay for Life.

    Joy also announced that KSB’s Litter Index will be conducted in September.

  • Community Beautification Committee:     In the absence of Chairman Kathryn Youles, Lisa reported that KSB will be participating in the DDA’s Picnic in the Park on Friday, May 16 and that the committee will be decorating our tent.   The committee will also be planting flowers, etc. around the Welcome to Screven County sign near the South Carolina state line.

  • Awards and Recommendations Committee:   Chairman Alan Scott reported that KSB received good participation from local businesses, who contributed prizes for the GAC Community Winners.  A thank-you letter is being sent to the Sylvania Telephone for publication.

    Alan also reported that the local Timken plant has been recognized by its Corporate Office for its recycling and pollution prevention efforts.

  • Executive Director’s Report:   Director Lisa Guidos reported that KSB raised $1,200 for Relay for Life.  She also told us about the upcoming video “Green is the New Red, White, & Blue” presented by Candy Sheppard’s 2nd grade class on May 20 at the Elementary School.  The students will be wearing their KSB t-shirts!

    KSB participated in “GA on My Mind” activities at the Welcome Center on April 17.  Lisa reported that most of the children who attended were from Burke County and South Carolina and suggested that we may want to re-think our participation in next year’s event.  She also told us that KSB’s exhibit at the Garden Club Plant Show on April 30 won an award!

    Lisa reported that the Water Education Festival was a big success and that Bill (Revesz) did a great job!

    Byron Haire reported on his participation in the GA Forestry Commission’s “Earth Day at Magnolia Springs” on May 2.  He said he used this opportunity to talk to the 5th graders about recycling and litter prevention.  He suggested that we reach out and talk to groups like the 4-H Clubs and church groups and to solicit their help with our mission.

    Lisa reported that KSB will be receiving a $1,500 grant and 1000 pocket ashtrays from KAB for our Cigarette Litter Prevention Program.  The project ---which involves an initial survey and “butt” pickup, followed by ashtray distributions and a public awareness campaign, and concludes with a final survey and assessment --- must be completed by August 31.

 

Unfinished Business:     

KSB Chairman Revesz reminded everyone that the bylaws require 5 board members (out of 9) to be present in order to have a quorum for meetings and after 4 unexcused absences, a board member may be removed.  

 

Bill also announced that modifications to the bylaws have been proposed which would permit Ex-Officio members to offer motions and to vote.  (Currently, Ex-Officio members can only speak but not offer official motions or cast votes.)  The modifications would also allow for honorary members, who would have the same voting rights as Ex-Officio members.  

 

A lengthy discussion followed regarding the voting rights and requirements of Ex-officio and honorary members.  A motion was made by Byron Haire and seconded by Elease Brown to strike honorary membership from the proposed modified bylaws.  Everyone was reminded that any changes to the bylaws must be approved by the County Commissioners.

April 2008

 

The Regular Meeting of the Keep Screven Beautiful Commission was held on April 10, 2008 at the Screven County Board of Commissioners Room. The meeting was called to order by Chairman Bill Revesz at 9:00am.  Nine members and Executive Director Lisa Guidos attended.  

 

Five voting members were present:  Bill Revesz - Chairman, Mack Chivers, John Mark Counts, Donna McDonough, and Alan Scott.

 

Four ex-officio members were present:  Stan Shepherd (Board of Commissioners), Vernon Edenfield (Sanitation), Phyllis Butts (City of Sylvania), and Vivian Forehand (City of Hiltonia).  

 

Minutes:     

Phyllis Butts recommended that the minutes of the March meeting be amended as follows:

  • Bay Branch Church Youth and Boy Scout Troop #391 have applied to Adopt-a-Highway (clarification).

  • The City of Sylvania donated $250 toward t-shirts for the Great American Cleanup (addition).

The following clarification to the minutes was also made:

  • Screven County Commissioners agreed to donate up to $1,000 if needed for the purchase of Great American Cleanup t-shirts.

 

Mack Chivers moved that the minutes of the March meeting be approved, as amended, and John Mark Counts seconded the motion.  The minutes of the March Regular Meeting were then unanimously approved.

 

Treasurer’s Report:     

In the absence of Treasurer Elease Brown, Lisa reported that $850 from the county budget will be used for Great American Cleanup t-shirts. She also reported the following checking account activity:

Committee Reports:

  • Executive Committee:  Chairman Revesz reported that the KSB ’08-’09 budget request of $14,000 has been submitted to the Screven County Board of Commissioners.  This is an increase over the current $9,500 budget.  Bill noted that KSB has brought in $21,000 in grant money to the county and emphasized that KSB Board members are expected to help bring in donations to support KSB efforts.  Bill handed out Keep Screven Beautiful “pick-up sticks” to everyone in attendance.

  • Public and Community Information Committee:  Chairman Phyllis Butts reported that articles about the local Great American Cleanup activities had been sent to the newspaper.  Vernon Edenfield confirmed that dumpsters would be located April 12-19 at all county firestations and at either Bi-Lo or the old White Stag site in Sylvania.  A flatbed truck would be available for trash collection at the Chamber of Commerce parking lot on April 19.

    Phyllis also reported KSB would not participate in the make-up Livestock Parade scheduled for Saturday, April 12.  The KSB Relay for Life team name is “Pinnochio” and team members were reminded to continue to seek donations for this cause.

    The “Making Ripples through Water Education” festival is scheduled for Screven County fourth graders on Thursday, May 1 at the Screven County Recreation Center.  KSB will be overseeing the Water Cycle Bracelets station.    

  • Litter Control Committee: In the absence of Chairman Joy Evans, Lisa passed out assignment sheets to all KSB volunteers who will be manning the collection sites on the day of the cleanup.  These volunteers should come by the KSB office to pick up their supplies Friday morning April 18.

  • Community Beautification Committee:     In the absence of Chairman Kathryn Youles, Lisa reported that in commemoration of the Great American Cleanup, the committee will be planting flowers, etc. around the Welcome to Screven County sign near the South Carolina state line.

  • Awards and Recommendations Committee:     Chairman Alan Scott reported that three businesses have contributed prizes for the GAC Community Winners.  He plans to approach Timken about also contributing.

  • Executive Director’s Report: Director Lisa Guidos reported that KSB received a Thank You note from the Water Planning and Policy Center at GSU for its participation in the Water Festival there on March 19.

    KSB will participate in “GA on My Mind” activities at the Welcome Center on April 17.

    KSB will have an exhibit at the Garden Club Plant Show on April 30.  The theme for the show is “Memories.”

    The GA Forestry Commission is sponsoring “Earth Day at Magnolia Springs” on May 2, 9am-2pm.

The Regular Meeting of the Keep Screven Beautiful Commission was held on March 20, 2008 at the Screven County Board of Commissioners Room. The meeting was called to order by Chairman Bill Revesz at 9:00. Nine members and Executive Director Lisa Guidos attended.  

 

Voting members present were Bill Revesz, Chairman, Elease Brown, Treasurer, Kathryn Youles, Secretary, Mack Chivers, John Mark Counts and Bryon Haire.

 

Ex-officio members present were Stan Shepherd, Representative for the Screven County Board of Commissioners, Vernon Edenfield, Representative for the Landfill and Beth Ward, Representative for the City of Rocky Ford.

 

Unfinished Business:   John Mark Counts presented the slate of nominatives for the 2008 KSB Officers as follows:

  • Nominee for KSB Chairman-Bill Revesz

  • Nominee for KSB Vice Chairman-Alan Scott

  • Nominee for KSB Treasurer-Elease Brown

  • Nominee for KSB Secretary Harriet Yancey

 

Chairman Revesz explained that Harriet Yancey, KSB Volunteer, has agreed to serve as Secretary since none of the voting members would agree to serve. He asked if there was any objection to this nomination.  There was none.

 

Chairman Revesz called for a vote on the nominees for KSB Officers.  All were approved.

 

Minutes:     

John Mark Counts moved that the minutes of the February meeting be approved.  Bryon Haire seconded the motion.  The minutes of the February Regular Meeting were unanimously approved as read.

 

Treasurer’s Report:     

Elease Brown, Treasurer, reported on the KSB checking account balance. The budget from the county for FY2008 is $9,500.00 The checking account report is below:

Committee Reports:

  • Executive Committee:  Chairman Revesz reported the following:
    i. Hiltonia has donated $150.00 for the Great American Cleanup.
    ii. The Keep Georgia Beautiful Board Training Workshop will be on April 30-May2 at Jekyll Island.  The deadline for registering is April 18.  If you are interested in attending please let Lisa know.
    iii. United Way turned down KSB’s grant application for 2008.  The mentioned that we should apply again next year.
    iv. Lisa and Bill attended the Water Festival at GSU on March 19.

  • Public and Community Information Committee:  Byron Haire reported that the FAA and the Screven County Elementary School 4th graders planted over 400 trees at the Recreation Department.

  • Litter Control Committee:     In the absence of Joy Evans, Committee Chairman, Lisa Guidos, KSB Executive Director reported that the Litter Control Committee would meet next Monday, March 24 at noon at Papa’s Pizza.

  • Community Beautification Committee:     Kathryn Youles, Committee Chairman, reported.  The report is attached.

  • Awards and Recommendations Committee:     none

  • Executive Director’s Report:     Lisa Guidos, KSB Executive Director, reported:
    The first Adopt-A-County Road sign was put up this week.
    Bay Branch Church has applied for Adopt-A-Highway.
    The following have donated to the Great American Cleanup t-shirts: $1,000.00 from the County Commissioners, $250.00 from AgSouth and $150.00 from the City of Hiltonia. Other donations are needed. Beth Ward has volunteered for the Cigarette Litter Prevention Program. The KSB Relay for Life Team has 14 members. KSB will have a display at the Garden Club Plant Show.
    Coastal River Water Council would like to hold a Water Festival in Screven County on May 1 from 9:00 to 2:30 at the Recreation Department.  The fourth grade from SCES will attend.
     

Unfinished Business:     

Bylaws changes will be discussed at the next meeting.  Any changes must be approved by the County Commissioners.

 

New Business:     The KSB Adopt-A-Highway cleanup will be March 28 at 5:30 pm.

 

Next Meeting: The next KSB Meeting will be held on Thursday, April 10 at the County Commissioners Meeting Room instead of April 17 which is Georgia On My Mind Day at the Welcome Center.
